Job Description
We are seeking a motivated Solutions Architect / Proposal Writer (Cybersecurity) to join our proposal and BD team. Responsibilities include leading new opportunities for our BD team and leading our proposal team through the development of winning strategies, solutions, and value propositions considering customer needs and the competitive environment. The Proposal Writer (Cybersecurity) will also support stakeholders on other opportunities to build further capture skillsets, accelerate understanding of capabilities, observe synergies across captures and bridge gaps to increase efficiency as well as win rates.
DUTIES & RESPONSIBILITIES
- Collaborate and drive proposal and capture process and process improvements.
- Specialize in crafting highly technical and compliant proposals responding to government RFPs, RFIs, and RFQs related to cybersecurity projects.
- Ensure proposal responses align with federal cybersecurity requirements.
- Tracking/gathering preliminary information for opportunities and resulting Bid/No-Bid decisions.
- Support interaction with potential partners.
- Track and ensure next steps as well as documentation supporting partnerships are delivered and completed by all parties (prime-sub opportunities - e.g., NDA, TA, etc.).
- Develop and support continual improvements of company specific capture process.
- Lead solicitation response development efforts.
- Gather intelligence on federal cybersecurity trends, emerging threats and government initiatives.
- Assist in shaping the company's cybersecurity strategies and offerings.
- Manage the design, build and enhance proposal process.
- Produce schedules, outlines, templates, compliance matrices, agendas, proposal kickoffs and reviews and other proposal-related tasks and meetings.
- Guide subject matter experts and other team members to create technical content.
- Write/edit response documents to incorporate win strategy and themes, differentiators, and technical solutions into proposal documents in a clearly articulated, consistent manner, reflecting a clear understanding of the requirements
- Support other proposal operations activities, including boilerplate material library development/maintenance and process improvement initiatives
- Lead and host color proposal reviews.
- Build proposal budget and cost proposal.
- Ensure proposal submissions are compliant with solicitation requirements.
- Conduct thorough cybersecurity analysis to identify potential risks, vulnerabilities, and mitigation strategies to be included in proposals.
- Ensure all proposals comply with client requirements, industry standards, and regulatory guidelines.
- Conducts research on industry trends, competitor offerings, and emerging cybersecurity threats to enhance proposal content.
- Tracks and report on proposal success rates, win/loss ratios, and other key performance indicators (KPIs) to continuously improve the proposal development process.

QUALIFICATIONS
- Minimum of 5 years of related experience in a combination of some or all the following: BD; Capture Management; Proposal Management; or Program Management.
- Understanding of federal acquisition policies, processes, procedures, and contracting laws.
- Understanding of the full proposal life cycle is required (i.e., procurement, solicitation processes, and compliant proposal production).
- Excellent written and oral communication, organizational skills and ability to manage multiple simultaneous proposal efforts.
- Demonstrated experience managing and coordinating proposal responses by planning resource assignments, performing quality assurance, installing processes, tools, and templates for team collaboration.
- Experience with managing capture efforts or a proven understanding of the customer's mission and the associated technical domains.
- Experience with developing solutions and content (with SME support) for assigned opportunities with an understanding of bid price sensitivity, applying an overarching pricing strategy to design-to-cost offering development reflected in an integrated technical, management and price to win strategy.
- Ability to work across industries to determine teaming strategies representing the company in a highly ethical manner.
- Working knowledge of US Government contracting, contract types and procurement processes.
- Experience and skills with communication and technical applications.
- Experience with research and analysis from various data sources.
- Presentation skills necessary to present to internal leadership and team members.
EDUCATION
- Bachelor’s degree in a technical field such as Cybersecurity, Information Technology, Computer Science, Information Systems, Business Administration, or a related field.
CERTIFICATIONS
A minimum of at least one of the following certifications is required:
- Information Technology Infrastructure Library (ITILv3),
- Project Management Professional (PMP),
- Scrum Master, Certified Manager Certification (CM),
- AMPM Certification (Foundation, Practitioner, Professional, or Capture Practitioner)
In addition, one of the following certifications is preferred:
- Security+,
- CISSP,
- CISM,
- CEH, or
- Other related security certification
